MINUTES OF THE REPRESENTATIVE ASSEMBLY
ROYAL OAK EDUCATION ASSOCIATION
August 27, 2002

President Kardon called the meeting to order at 4:10 p.m. in the Dondero High School Media Center.  Buildings not represented were:  Board Office, Churchill Community Education Center, Franklin Elementary School, Lincoln Early Childhood Center, Longfellow Elementary School, Northwood Elementary School, Oakland Elementary School, Oak Ridge Elementary School, Opportunity Center, Parker Elementary School, Starr Elementary School, Twain Elementary School, Upton Elementary School.

Reports

Secretary’s Report

Minutes for the May 28, 2002 Representative Assembly meeting were presented.  Tom Steeby moved to accept the minutes as presented.  Stuart Asch seconded the motion. The motion carried.

Treasurer’s Report

Monty Weathers proposed that dues for the ROEA need to be increased.  Dues were last raised three years ago when the ROEA was going into negotiations.  The ROEA currently has some of the lowest dues in the county and more money will be needed to handle expected increases in general day-to-day expenses.  This is also a bargaining year and the increase will help with expenses related to bargaining.  The proposed increase would be $1 per paycheck ($20 per year).  The current dues are at $80 per year.  The increase would bring the ROEA in the midrange of dues in the county ($667 per year for dues for full time employee)

Monty Weathers proposed that the executive board members should be paid a stipend for the work that they do.

Executive Director’s Report

bulletThe current grievances were presented. 
bulletThe next RA meeting will have about 1 hour of AR training.

Executive Vice President’s Report

The Joint Committee last met in June 2002.  Issues discussed at this meeting were the following.

bulletEnd of the year requests for personal days were required to have their paperwork (lesson plans) in on the Friday before the last week.
bulletA teacher needed 4 days from the sick bank due to hardship.  After discussion it was approved.  Afterward only 3 days were granted.  This will go back to Joint Committee.

Issues to bring up at the next Joint Committee meeting are the following.

bulletClass-size relief will be discussed at the next meeting.  Make sure everyone fills out the proper forms.
bulletWhich numbers for class-size is being used needs to be discussed.  Dr. Gaynor had been using lower numbers than the contract numbers for the elementary classes.

Program Vice President’s Report

Public Relations

bulletNo report

The Curriculum Subcommittee has not met since the last ROEA meeting.  Issues to bring up at the next Curriculum Subcommittee meeting are the following.

bulletTeachers of multiage classes need to know what to do with science kits.  Are they expected to try and teach both sets of kits to their students, or are they supposed to send one age level to another teacher in the same grade to learn science with his/her students?
bulletThe revised elementary report card needs to be discussed.
bulletTextbook adoption procedures need to be placed on a schedule and followed so texts are adopted in a consistent manner.
bulletPilot programs cannot have the books expanded from one section to three.
bulletTextbooks for one program are being held up because an administrator decided that an outside advisory committee must approve them.  This does not happen for any other course.
bulletThe new elementary math series needs to have a list of the materials that belong in the series so everyone has all of the necessary materials.
bullet8th grade common assessments have not been made at this time and there is no carryover between middle school and high school.  Assessments are supposed to be happening but cannot since they have not been written as yet. 
bulletThe possibility of having a workshop during the Professional Development Days in October that is about concerns with and dialog about the Curriculum Guides and the required assessments will be brought up at the next meeting.

Political Action Committee Chair’s Report

bulletThese is still no PAC chairperson.  Please forward the names of anyone you feel would be appropriate for this position.

President’s Report

bulletSid Kardon asked for a moment of silence in honor of Marilyn Droz who passed away last week.  She was a very active association representative and teacher in Royal Oak.
bulletWith the resignation of Dr. Gaynor as superintendent, there will be an interim superintendent for this year.
bulletNegotiations will probably start in the spring.  The ROEA needs to start thinking about forming the bargaining team.  A survey will be developed and people need to be encouraged to respond
bulletAssociation Representative training will be at the beginning of the next meeting.
bulletLast year AR’s were given $10 for each meeting that they attended.  The checks are being handed out at this time.

Other

Evaluations committee currently does not have a meeting set at this time.  This will be brought up at the next Joint Committee meeting.  The pilot program was supposed to be presented at each building by the principals.  The pilot evaluation program needs to be explained better to the membership, possibly at the next general membership meeting.

bulletStuart Asch presented information about the NEA National Convention in Dallas, Texas.  Sid Kardon spoke at the convention about affirmative action. 
bulletLinda Flynn brought up that the NEA code of conduct needs to be presented to everyone so that the membership can know more about what it entails.

New Business

bulletSid Kardon will write in the ROEA Reporter about judicious use of e-mail.  Use e-mail only to let people know about meeting times, etc.  Last year people were disciplined for writing their opinions and concerns about rotational scheduling and discussing discipline concerns in e-mails.
bulletThe MESSA increase was greater than the cap for this year.  If this increase is assessed in 2003, members can choose to have money taken out of their pay pre-tax for unreimbursed medical expenses.

Cheryl Baranski Durkas moved to adjourn the meeting.  Nancy Marek seconded the motion.  The meeting adjourned at 5:43 p.m.
