ROYAL OAK EDUCATION ASSOCIATION
MINUTES OF THE REPRESENTATIVE ASSEMBLY

March 26, 2002

President Kardon called the meeting to order at 4:10 p.m. in the Dondero High School Media Center.  Buildings not represented were: Churchill Community Education Center, Parker Elementary School, and Upton Elementary School.

Reports

Secretary’s Report

Minutes for the February 26, 2002 Representative Assembly meeting were presented.   Dawn Maier moved to accept the minutes as amended.  Jason Taylor seconded the motion.  The motion carried.

Program Vice President’s Report

Public Relations

bullet4:15 p.m. Wednesday, June 5, 2002 is the date of the ROEA retirement dinner at the Fox and Hound Resturant.
bulletMaterials to be distributed for Teacher Appreciation Day in May will be available at the April meeting.

The Curriculum Subcommittee met on March 4, 2002. Issues discussed at the last meeting are the following.

bulletKay Cornell said that according to the survey, 190 respondents indicated that they liked the two days of professional development and about 90 did not.
bulletRick Wood will put together a software review committee for teachers to bring new software requests.
bulletRick Wood will also work on making program installation occur more quickly.
bulletTeachers may schedule buses for field trips for the upcoming school year that require advance ticket purchases in the spring of the current year.
bulletNext year each child in the Talented and Gifted program will have an individualized plan that will be shared with the teachers on his or her team.
bulletThe life management curriculum will be worked on during the summer.
bulletA meeting for teacher leader committee will be April 10, 2002 at 8:45 am.
bulletSeniority list has not been posted as of yet.  Kay Cornell said she would make sure that it is.
bulletAnyone interested in working on the K-12 report card committee needs to let Kay Cornell know.  The committee will be revisiting Ken O’Connor’s ideas while working on designing the report cards.
bulletThere has been some difficulty in the piloting of textbooks for math in the elementary level because the materials have disappeared.  The books have not been transferred from one school to the next for 3rd and 5th grades.  The concern is that only 3 third grade teachers and 3 fifth grade teachers have worked with these materials before the decision to use them or not will be made.
bulletThe Science Curriculum Committee wants to know what percentage of students in Royal Oak takes 3 or more years of science in high school.
bulletThe ethics of accessing student grades before they are made available to parents was discussed.
bulletEthics of technology use and email will be presented.

Issues to bring up at the next Curriculum Subcommittee meeting are the following.

bulletThe question was raised as the whether or not all students are supposed to have an individualized education plan in the middle school, not just the Talented and Gifted students.

Treasurer’s Report

bulletThe budget report for February was presented.

Executive Vice President’s Report

The Joint Committee met on March 20, 2002.  Issues discussed at this meeting were the following.

bulletJoint Committee minutes are now being placed on ROEAonline.
bulletQuestions were raised about how teachers were selected to attend the Teachers and Learning Conference in San Antonio, Texas.  Teacher selection was partially based on their NCA leadership skills.
bulletClubs that have co-sponsors can pay each of the sponsors a stipend, but the second stipend must come out of the building fund.
bulletSchool of Choice openings in the District have never been publicized as limited.  So as not to over extend the programs at any one school.  Royal Oak doesn’t tell where openings are and tries to place students at schools that have openings once the students are enrolled.
bulletTeachers are not required to make up time missed for the professional development days. Sid Kardon will contact the teachers affected by this via email.
bulletMentor teachers who missed any of the mentor meetings are being required to attend a meeting on June 19.  Some teachers need to know when an alternate make-up meeting can be scheduled due to prior.
bulletWhen requesting a personal business day prior to a holiday, make sure that the request reflects the true reason for being absent.
bulletThe pilot program for evaluations was discussed.
bulletFMLA and maternity leaves were discussed.  Better clarity is needed on this issue.

Issues to bring up at the next Joint Committee meeting are the following.

bulletInformation is requested regarding the possibility of the International Academy opening a K-8 school in Royal Oak.
bulletSchool of Choice issues needs to be discussed further.
bulletClarification is needed about the mentor meeting make up session
bulletMiddle school teachers are now doing grades on computer and there are issues with putting comments and grades on the report cards.  Concerns need to be brought to building principals.  The building principals can in turn call Bridget Schipper of the grade committee with these concerns.
bulletClarification is needed about whether a teacher can teach outside of their major or minor.
bulletAt BFC meeting at Dondero it was brought up that the student senate class has 55 students in one hour and only one teacher.

Political Action Committee Chair’s Report

bulletMEA Lobby Day was February 28, 2002.  Sid Kardon attended and so did Barbara Pollis.  They talked to Dave Richards and Shirley Jackson’s aide.

President’s Report

bulletDr. Gaynor had discussed the school bond issue at a site visit at Keller and Franklin.
bulletThe ROEA Scholarship information is now available.  Contributions can be made through payroll deduction.  Sid Kardon answered questions regarding the scholarship.
bulletNominations for ROEA positions can be accepted at the April RA meeting.  After that time, nominations can be accepted if the member has a petition signed by the required number of members.
bulletPresident’s release time has now been settled.  There was no letter required by the district for this release time.  The MEA has approved paying for one afternoon per week for the president’s release time for next year.
bulletCherie Baranski Drukas won the first ROEA 50/50 raffle for the ROEA scholarship.

Grievances

bulletThe grievance for the Middle School Student Assistant Coordinator did not go to arbitration.  It was settled and the Coordinator has been made a member of the ROEA.
bulletAnyone who feels that there is a problem with the deductible needs to contact Kay Robinson at Kayrobinson@messa.org with the name and social security # of member, the name of patient, date of service and name of provider.

New Business

bulletThe June 10, 2002 bond election was discussed.  Beth Morrison moved to have the ROEA Executive Board write a resolution to support the school bond elections on June 10, 2002.  Cheryl Baranski Drukas seconded the motion.  Discussion followed.  The motion carried.

Tom Steeby moved to adjourn the meeting.  Nanci Marek seconded the motion.  The meeting adjourned at 5:51 p.m.
