Minutes of the Representative Assembly Meeting
November 23, 2004*

I.                    Call to Order

A.     4:20 p.m. by Marcia Rauschendorfer

II.                 Approval of the Minutes from the April, September and October General Membership and Representative Meetings

III.               Reports

A.     Executive Vice President- Marcia Rauschendorfer

Sick bank days were granted

NCA accreditation (salary steps)

Technology User Agreement changes

Class Size Relief settled

Problems with large P.E. gym, health and swim classes

Will be limited to 34 students

i.      Teachers have 10 days from when a grievance happens to make an informal complaint
                                     
ii.     
Teachers then have 5 days to file a written grievance from the date of the informal complaint

Four proposals have been presented to the Board of Education but not to our Union
       h.      
Part-Time Employee Meeting Requirements
                                        
i.     
Teachers must go to all meetings (including Professional Development Days)

Problems with length of High School Meeting

Meeting began late and ended late
                                       
ii.     
Will suggest devoting half days to meetings instead of after school meetings

BFCs can try to work on times

One hour position was posted out of school

Problems with large size of H.S. graphic arts and imaging classes (contract states 16)

Items to bring up at the next Joint Committee meeting

Specials teachers are being asked to do ‘bus duty’ and other menial tasks

Large class sizes in P.E. gym, health and swim classes
       c.      
Storing chemicals during a Lock Down situation

Where should the keys be placed
       d.      
Asking teachers to make up days used for Association Business.       Are new and more     difficult substitute requirements making it harder to find substitutes?

Seems teachers are being asked to give up their plan time to sub in others’  classrooms more often than before
       f.       
Adding minutes to the school day to end school earlier
                                         
i.     
Birmingham added 6 minutes to their day and will be getting out in early June

B.     PAC- Betty Ann Garlak
1.      
PAC contributions
       a.      
Contributions are down this year
       b.       Setting up a PAC drive and sweatshirt sales table at the next elementary professional development day
2.      
Kerry Campaign
       a.      
MEA, NCA and ROEA support Kerry
       b.       Royal Oak office still needs volunteers  

C.     Executive Director- Paul Chambers

Email Sid for Kerry yard signs from MEA
2.      
Part time people need to go to all parent teacher conferences
       a.      
Can grieve for compensation time if needed after
3.      
Grievances
       a.       Tenure Grievance
                                            
i.     
Approved credits are not being applied to the pay scale
                
            ii.      Credits should count no matter when they are completed

Turn in any questions to Sandra

Non Renewal of Probationary Teacher Grievance
       c.       One Teacher Facing Tenure Issues, may be Fired
       d.       There are two other grievances  

D.     Treasurer- Beth Morrison

Discussed expenses

Need to discuss concerns with going over budget at our Executive meeting
       a.       Questions will then be answered next meeting

E.      PAC Report- Betty Ann Garlak
1.      
If we are able to get 70% of our members to contribute MEA will give us $500 to help pay for our Union members to go to various conferences
       a.      
Note about this incentive will be emailed to members and put in December Reporter 
       b.      
Payroll and checks are accepted
       c.      
Donation deadline is December 17th

IV.              New Business/Announcements

  1. Sid sent a resolution to the Board asking to support Robin Trembour

  2. MEA is taking on Trembour’s case and will pay for arbitration (in hopes of changing Tenure Act)

  3. Retirement Meeting on November 30th at 7 p.m.

  4. Mid Year Party on January 20th

  5. December 9th is the next Board Meeting
    1.       Come to support our resolution (Robin Tembour’s case)

  6. What happened to the Pita lunch?

  7. Recommendation to start our meetings on time
