JOINT COMMITTEE

IN ATTENDANCE: S. Gaynor, S. Standel, K. Cornell, S. Kardon, L. Flynn, K. Pino

  1. MINUTES: Minutes from the February meeting were approved as written.
  2. SICK LEAVE: Approved one request for 4 days leaving a balance of 242.5 days in the sick bank.
  3. PROCESS FOR INNOVATIVE PROGRAM DEVELOPMENT: In order to ensure successful programs and fair and equitable treatment, a committee will be formed to create a process for staff to develop innovative programs. The committee will be formed after negotiations are finished.
  4. ANTICIPATED LAYOFFS: Teacher layoffs will occur at the April Board meeting.
  5. MENTOR PROGRAM: A committee of teachers and administrators is working on a mentor program to begin fall of 2000. A letter of agreement will be written this spring so that the program can begin in the fall.
  6. INTEREST-BASED BARGAINING DATES: April 17 and 20, 2000.
  7. DATES FOR BARGAINING: Discussion of potential dates for bargaining after Interest-Based Bargaining training.
  8. WORK ENVIRONMENT AND EEOC: The ROEA expressed some concerns about respect for teachers and the work environment in general. The discussion included the fact that job opportunities need to be posted.
  9. LETTERS REGARDING PROFESSIONAL DEVELOPMENT DAY: No letter was sent to individual teachers. A communication was sent to principals and errors were corrected. The biggest problem was that several people didn’t sign in. From now on, presenters will remind people to sign in.
  10. FINES FOR PROBATIONARY TEACHERS: Concern was expressed by the ROEA that probationary teachers are fined for not showing up for a Professional Development class.
  11. BUILDING MEETING: Discussion of a contract violation in April regarding meeting times. Kay Cornell will check on this.
  12. SITE VISIT—4th TUESDAY: This Tuesday has been held for unions and the ROEA requests that this day be kept for union meetings.
  13. CAREER CHOICES: As in the past, probationary teachers can have 3 hours of professional development hours for their participation in Career Choices.
  14. COMP TIME FOR WEEK-END CONFERENCE: The District doesn’t give Comp. time for attendance at week-end conferences.
  15. CLASS-SIZE RELIEF: Approved class size relief for: Dondero: 4
  16. LETTER OF AGREEMENT: Discussion of the way in which this is communicated to an employee who is hired on letter of employment. If someone is hired after being on a letter of agreement, the contract is pre-dated to the date of the Letter of Employment.
  17. PAY COMPARISON: A hand-out was provided.
  18. REPRESENTATION ON NETWORK CONTRACT: Hal will extend a general invitation to all who want to attend.
  19. PAY STATUS: Stone and Williams. Have requested information from Oakland Schools. *NOTE: Received information and authorized payment 4-4-00.
  20. MIDDLE SCHOOL ATTENDANCE POLICY: Should be addressed at building level.
  21. CLASS-SIZE RELIEF: Granted 2 requests for CSR at Dondero.

Granted 2 requests for CSR at Kimball.
