JOINT COMMITTEE

DECEMBER 19, 2000

1:30 P.M.

IN ATTENDANCE: S. GAYNOR, K. CORNELL, H. LIGHT, S. KARDON, KIM PINO

  1. APPROVAL OF MINUTES: Minutes from the Nov. 2, 2000 meeting were approved as corrected.
  2. CALENDAR FOR 2001-02: The calendar negotiated last summer has Royal Oak off a different week in February than most of the rest of the county. There was discussion around the possibility of changing our dates to align with the rest of the county. The ROEA will solicit in-put from the members and the decision will be made at the Jan 4, 2001 Joint Committee meeting.
  3. CONTRACT PRINTING: The contract will be ready as soon as we get the signatures from the Board of Education and from the ROEA negotiating team. We should be able to wrap this up by the middle of January.
  4. PUBLIC BEATINGS: Discussion of interest-based bargaining principles being used, not only during negotiations but all the time.
  5. COMPUTER USE AGREEMENT: The most recent draft was shared and will be discussed further on January 4, 2001.
  6. TECHNOLOGY GRANT FROM STATE: Discussion of the details beginning to emerge from the State. After the holidays, teachers will get all the information on the program.
  7. TEACHER LEADER COMMITTEE: This topic will be postponed until January. Discussion of timelines which will be reviewed in January.
  8. TEACHER EVALUATION OPTIONS COMMITTEE: Up-date on the first meeting of this committee.
  9. TEACHER ORIENTATION: Feedback was very positive in response to the December new teacher tour and dinner. Next year, we will consider doing this in October.
  10. SNOW DAYS: Clarification of the sick day procedure on snow days. If someone has called in sick or applied for a P.E. Day and school is dismissed for a snow day, the sick or P.E. day is still deducted from the person’s account.
  11. SEMS: Request for the survey we agreed we would conduct to troubleshoot any problems that have arisen with the SEMS system. Andy Linell and Vince Caruso will gather the information and bring them back to Joint Committee.
  12. MLPP/DRA: Discussion about the amount of time needed to give these tests, especially this year. Some sub time has been given and buildings have been creative and these ideas will be shared.
  13. INSURANCE/LIABILITY: Liability issues were discussed. In all cases, the employee’s insurance is primary. Then the District insurance would kick in, except for deductible. Some teachers must transport students as a part of their program and the teachers are somewhat concerned about the liability/insurance issues. One particular special education issue will be referred to Mike Dombrowski and Bev Pears.
  14. DONDERO MARCH PROPOSAL: Dondero has planned a Glasser training meeting on Monday, March 4, 2001. The Administration and BFC have agreed that teachers may attend the Monday meeting in place of 2 Tuesday regularly scheduled meetings.
  15. IMP: Some people don’t check their E-Mail often and thus miss meetings/information occasionally. At this point, routine communications will still be sent hard copy. There is a learning curve and the District won’t go to a total E-Mail system until everyone is using E-Mail every day.
  16. LINCOLN: Lincoln still doesn’t receive consistent communications in the District. This will be addressed and, hopefully, corrected.
  17. TUESDAY, DECEMBER 12 MEETING: The building and the BFC may decide when to reschedule this meeting between January and June. A revised Tuesday schedule will be sent to buildings.
  18. ELEMENTARY HOURS: The elementary schools are 20 minutes short for the year. There is one remaining in-service at each elementary so, on that day, students will be released 20 minutes later than usual which will solve the problem. Buildings will be notified.
  19. NEXT MEETING: January 4, 2001, 3:00 p.m. at the Board Office
