School District of the City of Royal Oak
Joint Committee
Minutes
November 2, 2000
Board of Education Office - Room C
In attendance: Steve Gaynor, Hal Light, Sid Kardon, Linda
Flynn, Kim Pino, Andy Linell
1. Minutes of October 5, 2000 were reviewed and approved
2. Approved partial request of sick bank days (30 approved)
3. Approved request for religious leave, after the fact. Employee will
be reminded to file for approval ahead of date
4. Three personal business day requests were approved
5. It was reported that 311 days remain in sick bank (after today's
meeting)
6. The issue of full payment on supplemental contracts (while employee
is on extended leave and a substitute is hired to perform supplemental
duties) was raised. In the future, these will be reviewed on a
case-by-case basis.
7. Bargaining teams agreed to meet on January 4, 2000 to follow up on
interest-based bargaining.
8. Building problems should run through Building Faculty Committee
before coming to the Board Office, i.e. the issue of IMP training at
Dondero and Principal unaware of problem.
9. ESL Update: A new ESL aide has been hired. Kay will provide more
information at future meetings
10. Tech Agreements: The addition of discussed language raises issue
of accountability. Further research needed.
11. MLPP Test: We are not eligible for money from the State
12. Addams Middle School mold problem: Reviewed some of the steps that
have been taken. The district has been very active in addressing this
issue. Sid Kardon will contact John Schwartz and Bill While for
further follow-up.
13. Discussion about district expectations for teacher use of e-mail
was held. This arose from comments made at one or more IMP training
sessions, alleging that Dr. Gaynor promised "heavy-handed
consequences for any teacher not using e-mail. In fact, no
such statement, nor any remotely like it, was ever made by him.
Rather, his hope is that the district will move gradually to a
(nearly) "paperless society," as all staff members become
adept at using IMP. This transition is expected to be one of the
topics at the upcoming Communications Focus Group, which will meet
December 7.
14. Sub System: The issue of how to get information on the System was
discussed. There was discussion regarding how money would be used in
process (as known at this time).
Linda Flynn reminded the group that itinerants will soon start taking
three comp days.
Hal Light discussed the challenge of filling substitute positions
Steve Gaynor discussed the potential of developing broad-based
training programs to be run in the summer.
