Joint Committee Minutes
Wednesday, January 28, 2004

Minutes:    Approved the minutes from October 29, 2003 as written.
Sick Leave:    Approved four requests for Sick Bank withdrawals totaling 90 days.  Leaving a balance of 80 days.
HIPPA:    A HIPPA release will be attached to the Sick Bank Leave Request form.
Professional Development:  A statement will be added to the cover of the Royal Oak Academy Workshop catalog reminding teachers that they are required to give a 24-hour notice of cancellation.  No-shows will be charged $10.00.  Minimum enrollment numbers will be included under each course offering.
NCLB:     Discussed “highly qualified” notification procedures.  Sandra will present to the ROEA at the February meeting.  Building administrators will provide each teacher with a completed Teacher Status Form during the month of March.
ESEA:    Committee will be assembled.
Teacher Certification Expiration Notification:  Letters will be sent to individual teachers on/before the first week in February.  The Joint Committee reviewed the letter.

Calendar:   

The Calendar Committee will work on the 2004-05 calendar.

Incentive for Early Announcement of Resignation:  Pending
Absence Codes:  Sid will work with Andy.
School of Choice : Royal Oak Schools accepts students who reside in Oakland County .
Vacant Positions: Are being posted internally as they occur during the school year.
Kimball Sick Leave: Under review
Consolidation: Teacher assignments are on hold pending enrollment numbers.

Transition Team – Will be assembled.  It will be broad in its representation.  Paul requested that consideration be given to including union representation from all unions.

Timelines for Transfer: Sandra will develop a chart.
Coaching Supplementals: Coaches will be paid at the contractual rate.
Data Management Software: In support of NCLB, the district plans to move ahead with the purchase.
Tax Deductions:    The amounts of employees’ checks are changing because of the tax deduction and changes in insurance coverage.  This can be confusing to the teachers.  A request was made to have an informational insert placed in checks.
